Rule of law essential for orderly society.

His Excellency, Shivraj V. Patil, Governor of Punjab and Administrator UT Chandigarh at a seminar on [WINDOWS-1252?]“Rule of Law”, organized by Rajiv Gandhi Institute for Contemporary Studies in association with Department of Laws at Panjab University, Chandigarh in his inaugural address stated that rule of law is used to avoid conflicts, provide security, balance of interests of individual and different sections of societies, to avoid arbitrariness in dealing with different individuals and to ensure that the governance is done not as per the whims and fancies and discretions of rulers but within the parameters of law. He related the rule of law to the law of nature, constitution and religion. His Excellency stressed upon having good laws, their proper execution and checks and balances by judicial interpretative process. He stated that the challenges of the future can be met with only through the instrumentality of rule of law.

Welcoming the Chief Guest His Excellency Shivraj V. Patil, Sh. G.K. Chatrath, Dean, Faculty of Law said that “Rule of [WINDOWS-1252?]Law” is very important not only in India but also in the rest of the world. It is wrong to say that India is not adhering to the rule of law. It depends upon the society as to how they use law for the welfare of the whole society. Dr. P.D. Kaushik, Director, Rajiv Gandhi Institute of Contemporary Studies traced the history of “Rule of Law” from ancient times and linked its importance to the modern democracies.

Prof. Paramjit S. Jaswal, Chairman, Department of Laws, Panjab University, Chandigarh stated that the concept of rule of law runs like a golden thread in the Constitution of India and it keeps the public authorities within their limits while discharging the duties.

Prof. Balram K. Gupta, Senior Advocate, while chairing the Technical Session stated that legislature can play a very important role with respect to rule of law. They have to make laws, policies, plans and hold executive accountable to them. Developing this theme further, Prof. Nishtha Jaswal stated that the rule of law has helped to make the public authorities accountable to the people and in this regard she highlighted the contribution made by the judiciary. Dr. Stellina of University Institute of Legal Studies, brought out that policy makers and academicians have continuously struggled to make an assessment of the attainment of rule of law.

Others who spoke are, Dr. Sheetal Jairath, Army Institute of Law, Dr. Meenu Paul, Dr. Devinder Singh, Dr. Jyoti Rattan and Dr. Vandana A. Kumar, Department of Laws.

The seminar was attended by various Deans, Members of the Syndicate, Senate, Faculty Members and students from within and outside the campus.

The seminar ended with a vote of thanks by Dr. Shipra Kaushal
